Smell of fuel, before running out

The only explanation I can think of is:

• As the fuel runs out the float level starts to drop

• The float valve opens and the pump is pumping vapour into the float bowl

• Because this is not filling up the float this vapour simply passes straight through the float bowl and out the float bowl overflow pipe

• You will then smell the vapour through the bulkhead holes.
