I have been recommended this method of beating the evil tinworm by a friend who restores bodyshells:
Strip off flakey paint & loose rust
If possible trim off the surface rust with a grinder or if it's serious, cut it out and weld a patch in
Treat the bare metal & rust with a rust killer, such as Jenolite
Once properly dry, add two thin coats of a Zinc rich 'anti-rust' primer
Paint in appropriate finish.
If in an unseen area (footwells etc.):
Paint with smooth Hammerite (not the hammered finish, the hammered pattern sometimes leaves pin-prick holes in the paint)
Once completely dry, coat with a layer of waxoyl. If in an exposed area, a layer of Stone Chip protection will protect further, before the waxoyl goes on.
